The rules are exactly like all the others; choose to have a character's number to go up 30 or down 30 or split between multiple characters. Once a character's number is at 0, it's removed from the list and moved into the 'unselectable' list.
Also, you can add characters to the list with a starting number at 50 (it wastes your entire post) as long as they're not in the unselectable list or 4th-party characters (e.g. Batman or Spongebob).
