Nope, he's technically Italian since it was still owned by Italy in 1769 (when Napoleon was born), but it became part of France in 1770.

Actually, if Canada has the same laws that the US does (I'm assuming it's rather similar in this instance), then that someone would be a legal Canadian citizen.

EDIT: This actually works with any Massive Attack song. I just walked around in circles through my school for seven minutes so that I could listen to a Massive Attack song while walking around, which is one of those things that makes one feel like a badass even though nothing badass is happening.

Until early 1769 it was it's own sovereign nation. In 1769 it was captured by France. Napoleon was born after. Just so you believe me, this is from the Wikipedia article on Corsica.
