Assuming the below statement is true, the first statement would have to be false. But that would also mean that the below statement would need to be false, meaning the above statement is true. But that would mean that the below statement would need to be true.

Nope, he's technically Italian since it was still owned by Italy in 1769 (when Napoleon was born), but it became part of France in 1770.

Actually, if Canada has the same laws that the US does (I'm assuming it's rather similar in this instance), then that someone would be a legal Canadian citizen.

Until early 1769 it was it's own sovereign nation. In 1769 it was captured by France. Napoleon was born after. Just so you believe me, this is from the Wikipedia article on Corsica.
