Which spinoff-exclusive character needs to be in a main-series game the most?

I think Waluigi is guaranteed a victory because he's the only recurring character that has not been in a mainline game, so it's the most logical inclusion as opposed to most of the other choices since he's also popular. Other characters that are not as popular as Mario/Luigi, like DK, Daisy, Wario and Toadette all have their time in the main series so Waluigi is the only one left.

That doesn't count, just like his Super Mario Maker appearance, because it's just an outfit. The REAL Waluigi, however, is going to appear in the next Super Mario game, because this thread says so (well, okay, probably not because of this thread)!
