Yes, most of these evaluations are based on Sgt. Spike's tiering that takes into account the other possible options. If a courses doesn't feature any Normal drivers and just one Super driver in the top shelf, said driver gets more points in the coverage-based tiering. Plus, R/T courses give less points since they rarely appear on ranked cups, same for city courses.I've heard Yellow Birdo is a really good Super character, but I wonder why exactly. Is it because she's top shelf on RMX Choco Island (which mostly only has paywalled characters)? Because other than that, I don't see how she is any different from the other Birdos.

In any case, those packs often offer early or easy access to some High-End drivers, karts and gliders. In general, considering how the game is structured right now, if you're only interested in the driver and can wait, it's better to wait for the driver to come through a special pipe, even Black Yoshi was eventually put in one of those.
