depends on what region 3ds youre planning on buying i guess
the three major regions are japan, ntsc (north and south america, plus the middle east and other places in asia) and pal (europe and australia)
theres nothing thats stopping you from setting your location to another country within the region that has an eshop and getting stuff from there, except for the possibility that your credit card won't work on it since its in a different country. also you can only set it to certain countries based on your consoles region. so for instance, an ntsc console cant set its country to france or anywhere in europe
