Should be noted that the list may not be everybody. The developers have added more characters for announcement lines so the purpose is likely to catch as many potential characters as possible, thus it's unrealistic for everyone to be in except for Garfield and Shredder, who both have assets that indicated that they have more development done compared to the others.

Garfield is probably going to be the biggest deal, because even before his reveal, he was already hyped up even if it's from a datamine, and for good reason: Garfield is a very big thing and there are many people who liked him, and those that do may not necessarily be Nickelodeon fans so it's a good strategy to introduce him to give this game a bigger push. If Garfield makes it in, he would be simultaneously the oldest and the youngest character: oldest because he debut the earliest, but youngest because he was acquired only a few years back.
