At least Humpty Dumpty adds emotional depth to the first Puss in Boots movie, Charming is fine in Shrek 2 but just an annoying not intimidating joke villain in the third movie

This is close because I also always liked how Rumpelstiltskin is a good combination of spunky and intimidating but I'll save Humpty Dumpty because he adds more surprising emotional depth to the movie
