that's obviously someone who took an SMG background and the Mario Kart logo, put the word "Galaxy" in a blue bevel/emboss and black outline, and cheaply used a white brush for emphasis

A real game, however, not.
But I shouldn't say that to soon, I've made a full game in 2 hours, a while ago.
