Before you ask, no, neither of the stuff listed works with Retail 3DS and Wii U stuff (except for Wii Remote and Circle Pad Pro).

Honestly, I don't know they're rewritable or not.
All the decro on Nintendos Dev Site says is, "Optical Disc for use with Wii U Test Unit".
(I've modified the actual name to "Wii U Test Unit", by the way.)
