Here's a random thought: seeing as how Capcom is porting Street Fighter 4 to the 3DS, I wonder if they'd do the same for this? It's a long shot, but it'd be cool.

Capcom says explicitly that Mega Man will not be DLC, as his only weapon is the Mega Buster and he has no variety.
