Ok, heres what I think that shyguys have a mirror behind the mask and when Luigi saw the mirror, he saw his face. Which made luigi think the shy guys are luigis.

No because then you would be able to see the mirror effect through his eyes

Maybe not, the military has a way of eliminating a reflection off of somthing, maybe shyguys do too.
