Nope, because as soon as the person who used Taunt switches out Taunt doesn't work anymore.

Otherwise Jellicent would have still been under Bec's Taunt.

Also, 45% damage flat-out from Bowser to Vaporeon is rather OP, especially since Vapoeron has a 130 Base HP stat.
