I think there'll probably be a little bit of recovery when you do it like Link's Spin Attack, so that you don't spam that move.

And I don't mind Rosalina being like that. She definitely more of a straight forward attacker, so this balancing out the defensive side of her moves.

Of course, I wonder if that move inflicts damage or if people can hit with with a smash move while she's doing that.

For one thing, it's just a statue, and for another the same kind of thing already happened with Toon Link.

If anything, this is just a tease, and the real character will be revealed soon enough.

That picture does bring up an interesting note, because with Alfonzo taking over for Conductor Link when you're playing on the Spirit Tracks stage with Toon Link. There could be more of that for other characters. Maybe if Palutena is playable the Statue doesn't have those wings in the pic.

Heck, the Toon Link/Conductor Link thing could even be a loophole enough for Ridley to be a Stage Hazard AND a Playable Character.

Well, this Kid Icarus stage is from the Wii U version, and the supposed leaked Palutena pics aren from the 3DS version.
