I'm pretty sure that's not a Koopa Shell, seeing as A it doesn't have the hexagon marking (I don't know what they're called) and B, Mario doesn't ride Koopa Shells.

Additionally, Yoshis were originally conceived of as a type of Koopa, with the saddles on their backs being their shells[2]. Even in the bio of Yoshi from the Japanese site of Nintendo, the saddle is considered to be a shell.
