Because if I was a human who could be a dragon, which I am pure dragon, so that doesn't matter, I would never change to human for any reason. I guess video game logic explains it.

They're only able to be dragons through the use of "dragonstones", which have a limited number of uses before they break. Which is why they stay human for most of the time, and only use dragonstones to either train or battle.

EDIT: Plus it's a lot easier to talk to humans when you're a human and not a GIANT DRAGON OF DEATH

uh, basically they just hold up the stone and POOF turn into a dragon

i...guess if you defeated one they would turn into human form? although it's possible that they would remain in dragon form
