Not necessarily. Wyverns have to make sure their body is balanced on the two legs, whereas dragons are used to walking on all four. If you simply took away a dragon's front two legs, it likely wouldn't be able to stand as its body weight is geared towards having four legs.
 
df how you feel about characters in fe9 that can transform into dragons?

well basically manakete are humans who can do this

they may or may not have wings in human form; i think most don't but i'm not sure

also they live for thousands of years. a manakete 1000 years old looks like a human 10 year old.

the downside is that they can only transform into dragons with use of a dragonstone. when their dragonstone runs out or is stolen, they can't transform at all.

She was awesome in battle, but the design was so atrocious that I just ended up using Tiki instead.

Why couldn't they have given Morgan Tiki's design? Especially since I married Tiki, not Nowi.
