Well, the car can drive despite the first crash thanks to Neurario's 1337 haxor mechanic skillz.

And it launched from outside. The question you should be asking is "how?", not "where". And the answer to that is deducible by counting. (Unless the missing countable is already hidden somewhere again.)

I should have been hired instead. everyone know fairies are completely inmune to dragons. I think starlow made the bad bad choice of hiring a dragon to off another dragon since dragons are weak to dragons.

No I mean, in order to launch, you need some ramp, which is something on a place, hence the "where". I can't remember seeing a ramp nearby, so how did that car get on 15 meters of height?

I'll let the car's ability to ride float for now.

The car has been in repair and Neurario said he'll be able to patch it up enough to drive again within one hour. It hasn't been stated how much time has passed between 876 and Marowak realizing they've been ditched and them driving to city hall, but it's easy to assume it has been at least an hour, since the fight has been going on for a while. That means the car can drive.

As for it not being clear where the car launched from: As long as there is nothing explicitely disproving any possibility of it launching from somewhere, there is no plot hole. It hasn't really been established what is around city hall yet, since it has always been shown from only one side so far. My headcanon is that there's an abandoned cheese factory behind it, and 876 used a gaudy advertisement shaped like a giant cheese wedge as a ramp. The possibility of an elevated railway running through town has also been brought up, and he could have jumped over from there.

I draw comics as framework for your minds to work with, and ultimately I leave minor questions like these up to the viewers' imagination. Because why even bother reading a comic if there's nothing to engage your imagination?

Well yeah, I know that part, but after it's repears it crashed again, this time against the forcefield. Neurario himself stated that the car would only be able to drive a few miles, I think crashing into an solid object again would shorten that period.
