Probably because for the time, it looked kinda-sorta impressive the way it was rendered, but now just looks stupid.

This design disappeared, yes, but I thing those little derpy tornadoes in Mario Galaxy count as Tweesters. I don't care what it is, it behaves the same way.

So does that mean we can technically call those little tornado things in SMM2 Tweesters? I mean in the SMB3 style they look like what they did in their first appearance.

"Tweesters" first appeared in Paper Mario, as we have it currently. The Twisters in SMM2 started as a derivative of Fwoosh, but in development changed into a fuzzball, with the original design not even being unused in data. In fact, according to Random Talking Bush, there is barely any unused content within the game's data.
