Why does the 3D model of the Boo in Super Mario 64 and Mario Party look like this? What's with the large blue eyes and the thick blue eyebrows? And the mouth, why is there a lower lip, and why is it drawn strangely?

the thick blue eyebrows are just makeup just as how King Boo from Luigi's Mansion wears eyeshadow to look scarier

Those aren't eyebrows, they're shadows from being under a heavy ridge.
