The Wario Land games are built around the main character's strength and burliness. Waluigi, on the other hand, is more on the tall, lanky side. I could maybe see him in a Mario platformer as an extreme version of Luigi akin to Weird Mario that is unreasonably tractionless but jumps very high. But that simply wouldn't work in a puzzle-oriented platformer like Wario Land where the controls have to be very tight. Waluigi would be useless--not that he already isn't.

There's also the fact that Waluigi was never really meant to be a "real" character anyway - he was created for Mario Tennis and... that's it. I strongly agree, however, that a new Wario Land game should be released - and they should keep the art style of Shake It!, because that looked gorgeous.

What do you considered for a character to be "real", then?
I suppose that there's a point there since the people who didn't take to Waluigi have a similar sentiment. With that said, it doesn't strike me that a character needs to have a huge justification to be considered justified.What I meant by that was that Waluigi isn't in his game of origin for any actual reason in-universe, which sets him apart from most of the other characters in the series. Basically, what I mean is if Waluigi didn't exist, none of the games he was in would be notably different. (And yes, I do know he had a story role in some spin-offs, but he could have easily been replaced / removed entirely and there wouldn't be a huge difference.)

I actually think that Waluigi being introduced in a seemingly unimportant game is what makes his introduction unique, especially because he's the only regular that's neither introduced in Super Mario or Mario Kart. And besides, he's has his fans so it's not like he's unlikeable in the same way Tingle was. In addition to this, it's never too late for a character introduced in a spin-off to get some noteworthy acknowledgements (like Toadette, who only begun springing up regularly since Captain Toad, 11 years after her introduction).

They could take elements from M&L and have him as Wario's partner, he could specialize in fitting into tight spaces, distracting or sneaking by enemies, carrying Wario across hazardous areas, all with the help of Wario beating him up to make it happen. Waluigi would be useless in a context like this--not that he already isn't useless everywhere.
