Banning prevents you from posting and reading, but it still shows you as logged in if you try to access the site during your ban.

I think what he means is, if a banned user tries to log in, their IP is blocked (temporarily I presume), so they can't try and create an account or anything.

He works with proxies, he isn't blockable that way. The only way to keep him out is block him after he made his sock and got discovered.
