As for the link to the rules, why don't you think people would think to look for them in General Discussion? Where else could they possibly be? A link to the rules in the top bar might make it easier for people who are confused for some reason, but it's superfluous.
As for the display name history, this already exists and is already enough work on its own. Following the name changes of every single person would be too much work for such little benefit.

On a monobook, it's possible to bold or change the color of certain words.
