I think the quote in the Crazy Cap Store is referencing Luigi-winning-by-doing-absolutely-nothing things. That was even a thing mentioned in the latest NWC event.

That reminds me, everyone always makes fun of Mario for being fat, but they always fail to take into account that Luigi still has a bit of a gut going on. Just because he's skinnier doesn't means he's skinny in general.

I think Luigi is just, "normal", neither skinny nor fat. Given the standards of the other male plumbers, one is paper-thin, one is fat, and one is extremely fat. The women, on the other hand, are all pencil-thin.

Though I'd agree that Luigi is a little on the short side.
