According to the manga readers, the romeo and juliet arc is the last major plot-progressing part of the story in a long time, and that's like chapter 50 of a 100+ ongoing manga. I did hear that some actual decent progression had started up with the chapters a little while ago but I don't know if that lasted long.

Welcome to SHAFT, they use clever and beautiful SFX rather than normal backgrounds.
They sort of drop off when they begin to use it for god damn everything though. Bakemonogatari uses it a lot but that show honestly needs it because without it, it's just a lot of scenes are about two people talking to each other. Nisemonogatari was worse IMO but still pretty good (Kaiki was introduced, he's the best) and I haven't continued past that yet.
